David Smart worked for the UK Government from 1991-2005. Since 2005 he has been an independent consultant specialising in financial crime and cyber-security.
Within the area of cyber-security his interests include policy/strategy development and implementation for both public and private sectors, the role of human factors and governance and international norms in cyber-space.
Within the area of financial crime his main focus is on threat finance (in particular terrorist finance, the funding of WMD proliferation, and sanctions).
Among his other professional interests are: the impact of regulation on collective security, intelligence policy and analysis and knowledge-based risk management.
