Migration is Europe's most immediate challenge. In his address, Mr Shapps will argue that we cannot solve it alone. Until African governments can offer their fast growing youth populations real prospects at home, the boats will keep on coming.
Mr Shapps will make the case for a cross-departmental approach to address African security issues. He will argue that the challenges we face from migration, violent extremism and record numbers of refugees can only be tackled through partnership and joint ventures with African states. He will discuss how this can be achieved through effective mobilisation of the UN, EU and AU, and by adopting a vision that sees development, security and prosperity as entirely interdependent.
The Rt Hon Grant Shapps MP was appointed as Minister of State at the Department for International Development on 11 May 2015. He is also temporarily carrying out the ministerial portfolio of Foreign Office Minister James Duddridge. He was elected the Conservative MP for Welwyn Hatfield in 2005. Mr Shapps was appointed Vice Chairman of the Conservative Party in 2005, before being made Shadow Housing Minister in June 2007. Following the 2010 election, he served as Minister of State for Housing and Local Government in the Department for Communities and Local Government. Grant was appointed to the Privy Council in June 2010. In September 2012 he was appointed as co-chairman to the Conservative Party. At the same time he held the position of Minister without Portfolio at the Cabinet Office. He studied at Cassio College, Watford before graduating from Manchester Polytechnic with a business and finance diploma.
