Improved force generation has been a key concern of the incumbent NATO Secretary General during his first year-and-a-half in office. The need for more ‘usable’ forces was a central theme of the Istanbul Summit Communiqué. A comprehensive list of priorities for reform was produced at the first annual NATO force generation conference in November last year. This list has provided the basis for a raft of initial reforms, co-ordinated by DSACEUR.
RUSI is conducting a study of NATO force generation in the context of the Alliance’s widening operational commitments and political and military transformations. Our project will start with a study of the UK military, MoD and commercial experience in force generation. The discussion will then broaden into a NATO context. The project began with a half-day workshop at RUSI on 13 May. There will be a second workshop at NATO HQ on 30 June, at which we will seek to engage wider Alliance perspectives.
